Resumo
This research analyses the social action of the “Movement Colabora Educação” (MCE) ̶ established since 2016 by the Inter – American Development Bank, Todos pela Educação, Itaú Social Foundation, Lemann Foundation, Ayrton Senna Institute, Natura Institute, Unibanco Institute, Positivo Institute and The Conceição Moura Institute – in the policies for education within the cooperation federative regime. Considering the MCE as the social, articulated and structured actor in an active strategic net of the social action in the business community behalf. As the theoretical and methodological reference this study embrace the comprehensive and associative sociology, focusing at the following categories: State, social action and established networks as strategies of active social action, undertaken by the third sector concerning the business community, leaning to privatization, therefore based on the contributions of Weber (2012), Ball (2014) and Adrião (2018). Methodologically, this research follows the delimitation of qualitative research with analytical – descriptive orientation, using documentary sources related with the MCE. The tendency of the conclusion uncovers three dimensions and meanings of social action of these actors: the resignation of the third sector and, from this, the establishment of partnerships as identity and legitimacy towards acting in social policies; the third sector acting as a partner and articulator of public policies; and the third sector, the business community interest in defining and implement policies through the social action articulated in strategic social action networks already materialized, as MCE itself. Those dimensions favor the annulment of the State, unveiling, therefore, also a federative regime matter, which has signified again its principles, such as the democratic, federative and participation practices and the democratic and popular participation as the main principles of the Brazilian federative regime, fundamentally cooperative
