Since social participation is fundamental for a qualified elaboration of public policies that are compatible with the reality, it is necessary to create strategies to guarantee the social control of these policies. In addition, this control is an institutional demand, and specific legislation in the area of basic sanitation guides the use of indicators to monitor aspects of basic sanitation, including social participation, one of the most relevant aspects. The available literature presents effective methodologies for monitoring social participation in its qualitative scope. This paper, however, proposes indicators of social participation that subsidize the monitoring of social control of the elaboration of municipal sanitation policy in a synthetic and effective way to aid decision-making in the daily management of this policy. The methodological path of proposition and validation was configured in basically two steps. First a project / conception, in which social participation indicators were proposed through bibliographic review and were validated by specialists through a focus group. A second validation step, called output / results, was constituted by binary multivariate analysis with SPSS software test to verify the coherence and correlation between the indicators according to the proposed goals, as well as data analysis through boxplots in order to ascertain the applicability of these indicators. These analyzes were based on the application of the indicators in the experience of elaboration of MPBS (Municipal Plans for Basic Sanitation) and MPISWM( Municipal Plans for Integrated Solid Waste Management) from twenty-nine municipalities in the interior of the State of Espírito Santo.

Currently, popular participation in urban policies permeates a large part of the biographies, which demonstrate its evolution with the decline of the military regime in the 1980s, driven by popular movements that led the Urban Reform, culminating in the insertion of articles 182 and 183 in the Federal Constitution of 1988, regulated by the City Statute in the 2000s. The present investigation was based on the limitations presented by the authors who discuss popular participation, theoretical framework that supported the research, which aims to define guiding principles and relevant thematic areas for qualification and strengthening of popular participation in REURB projects and brings elements to think about real possibilities for qualifying popular participation from Popular Education. To do so, initially bibliographic research was carried out to identify the limitations of popular participation in the elaboration of urban policies in Brazil. From these results, using bibliographic research and content analysis as a technical procedure, we sought to define contents and guiding principles for qualifying popular participation in Land Regularization projects - REURB. A qualitative analysis of 26 booklets dealing with land tenure regularization policy was carried out, using the MAXQDA software for qualitative content analysis. The analysis of the results showed that the booklets are information materials, not being adequate to the principles of popular education for training processes. Revealed that, although the articles address the theme of housing policy in Brazil, there is still a need to go deeper into relevant issues and expansion of the discussion, to provide subsidies for critical thinking.
