Resumo
The results of the research analyzed in this report start from a study whose purpose
was to understand the concepts of basic literacy and literacy that guide the training of
literacy teachers in the framework of the National Pact for Literacy in the Right Age
(Pnaic). The research started from the thesis that, although the perspective of literacy
adopted in the training postulate the inseparability between basic literacy and literacy,
the program points, through its proposals, to the dissociation between these
processes, with emphasis on literacy as acquisition of the written code. The Pnaic
training books of the area of language, distributed by the Ministry of Education (MEC)
in the year 2013, were analyzed. The methodology used was the documentary. For
the analysis of the books, the theoretical assumptions of Mikhail Bakhtin and his circle
were discussed, as well as the studies that refer to the perspective of historic-cultural
research. I concluded that, in spite of the formation postulate the inseparability
between the processes of basic literacy and literacy, the guiding texts, the reports of
the teachers' experiences, the ways of evaluation point to a dissociation between these
processes, emphasizing literacy as acquisition of the written code.
