Resumo
The school councils were created to make the school action shared between the person that composes it and who has an interest in education. This study reflects the school councils of the educational public system of Cariacica/ES and their form of composition, organization, and operation, on the perspective of the school democratic management. With the Freiriano theoretical contribution, we use the concept of participation, dialogue, and democratic management of education to analyze the formative process developed with the school council of the elementary public system. Which will be facilitating our understanding and support our discussion about the subject. The objective of this study is to develop a reflection about qualified participation of the school councils in their collegiate, in the perspective of the school democratic management system and propose a formative process that offers possibilities to the segments representatives, especially to the student's parents and students themselves, and constitute them capable to analyze, propose, opine and decide about subjects of the school councils. We take participant research as a working methodology because it allows us along with all involved on that reality, list all the problems that exist there and dealt by everyone involved their subjects through their analyzes and reflection about the reality, which they live and find out solutions to such problems. At the end of the study, we concluded that it is not enough to have legal instrumentals dealing with democracy to make it effective, in a daily routine of educational units, it is necessary to practice it constantly as a way of consolidating democratic relations in the school
