Resumo
This study analyzes the formation of participants of the municipal council of education of the Grande Vitória Metropolitan Region / ES (RMGV) in order to implement the strategies foreseen in the Municipal Education Plans (2015-2025). It seeks to identify the training demands of the councilors from the profile and composition of the municipal councilors of RMGV. This research integrates the research line "Teaching and Management of Educational Processes" of the Graduate Program of Professional Master in Education (PPGMPE), from Federal University of Espírito Santo - UFES, Research Group Management, Work and Educational Evaluation - GETAE and is part of the Espírito Santo Basic Education Management Laboratory - Lagebes / CE / UFES. It is a qualitative and exploratory research that uses documentary research techniques, based on qualitative research. Preliminary results show that the councilors did not participate or had access to capacity building workshops. The councilours didn’t mention any capacity building workshops organized by the municipalities, even after the approval of the Municipal Education Plans in 2015. It is evident the need for governmental actions that effect a policy of formation of municipal education counselors. As an educational product, a training proposal was formulated for the councilors based on the demands identified in the research
