dc.description.abstractConsidering the intensification of the dispersed, fragmented and diffuse urbanization of the territory, expressed, among others, in the adoption of isolated competitive development strategies, the research faces theoretically and methodologically the elaboration of a double narrative - historical-structural and morphotypological - based on the interpretation and in the representation of territorial patrimony with sights to the elaboration of statutory guidelines for self-determined territorial planning. This proposition is linked to articulating investigations of the thematic triad heritage, territory and planning, and is developed through a socio-space-time systemic thinking. Its spatial clipping is the municipality of Aracruz/ES. For, throughout the process of occupation and transformation, it constituted a territorial identity based on long-term structured heritage value sediments. The research is justified in the defense of heritage as an instrument capable of mediating integrated processes oriented towards self-sustainable development, operated by technical knowledge and social conscience. The patrimonial inheritance – structural invariance that generates use, maintenance and heritage value – if taken in accordance with the different cultural, symbolic and economic trajectories inherent to the territorial context, contributes to the proposition of strategic scenarios. In that regard, the general objective of the work is to discuss the role of territorial heritage as a mediator of planning references for local territorial self-government (MAGNAGHI, 2017), from the structuring of statutory rules in two perspectives: a cognitive one, through production of territorial knowledge; and a normative one, through the indication of technical-scientific parameters for revision and/or normative production. Specifically, it aims to (i) generate a database – structuring elements of the territory; (ii) establish the historical-structural narrative of the municipality; (iii) develop a methodology for reading and mapping territorial morphotypes; (iv) generate maps of territorial morphotypes and (v) establish cognitive knowledge and referential normative parameters for the elaboration of the Statute of places. For this purpose, a qualitative-descriptive and empirical methodology is used, as it seeks to describe the object to understand it deeply, carried out in two stages developed from the project proposal of the Italian Territorialist School. The first stage is based on the description and analysis of the object from the elaboration of the T-D-R Cycle, whereupon its historical data will be researched, such as its formation, evolution and territorial performance, approaching its historical-structural and morphotypological construction; the second refers to the elaboration of the Territorial Heritage Atlas, where the unique spatial components of the territory are represented from the territorial morphotypes. As a result, the research proposes the elaboration of a Territorial Heritage Framework in order to establish guidelines and design regulations, containing the description, interpretation and representation of territorial identity and its relative municipal invariants, with sights to composing a Territories Statute for a selfsustaining and self-determined development.
dc.description.resumoConsiderando a intensificação da urbanização dispersa, fragmentada e difusa do território, expressa, entre outros, na adoção de estratégias competitivas isoladas de desenvolvimento, a pesquisa enfrenta teórica e metodologicamente a elaboração de uma dupla narrativa - histórico-estrutural e morfotipológica - pautada na interpretação e na representação do patrimônio territorial com vistas à elaboração de diretrizes estatutárias para o planejamento territorial autodeterminado. Essa proposição se vincula a investigações articuladoras da tríade temática patrimônio, território e planejamento, e desenvolve-se por intermédio de um pensamento sistêmico socio-espaço-temporal. Tem como recorte espacial o município de Aracruz/ES. Pois, constituiu, ao longo do processo de ocupação e transformação, identidade territorial pautada em sedimentos de valor patrimonial estruturados na longa duração. A pesquisa se justifica na defesa do patrimônio como instrumento capaz de mediar processos integrados e orientados ao desenvolvimento autossustentável, operados pelo saber técnico e pela consciência social. A herança patrimonial – invariância estrutural geradora de uso, manutenção e valor patrimonial – se tomada de acordo com as diferentes trajetórias culturais, simbólicas e econômicas inerentes ao contexto territorial, contribui na proposição de cenários estratégicos. Face ao exposto, o objetivo geral do trabalho é discutir o papel do patrimônio territorial como mediador de referenciais de planejamento para o autogoverno territorial local (MAGNAGHI, 2017), a partir da estruturação de regras estatutárias em duas perspectivas: uma cognitiva, por meio de produção de conhecimento territorial; e uma normativa, por meio da indicação de parâmetros técnicocientíficos para revisão e/ou produção de normativa. Especificamente, objetiva-se (i) gerar banco de dados – elementos estruturantes do território; (ii) estabelecer narrativa histórico-estrutural do município; (iii) elaborar metodologia para a leitura e mapeamento de morfotipos territoriais; (iv) gerar mapas dos morfotipos territoriais e (v) estabelecer conhecimento cognitivo e parâmetros normativos referenciais para a elaboração do Estatuto dos lugares. Para tanto, procede-se à metodologia de caráter qualitativodescritivo e empírico, pois busca descrever o objeto para compreendê-lo profundamente, realizada em duas etapas desenvolvidas a partir da proposta projetual da Escola Territorialista Italiana (ETI). A primeira etapa é pautada na descrição e análise do objeto a partir da elaboração do Ciclo T-D-R, no qual serão pesquisados seus dados históricos, como sua formação, a evolução e seu desempenho territorial, aproximandose de sua construção histórico-estrutural e morfotipológica; a segunda refere-se à elaboração do Atlas do Patrimônio Territorial, onde são representados os componentes espaciais singulares do território a partir dos morfotipos territoriais. Como resultado, a pesquisa propõe a elaboração de um Quadro do Patrimônio Territorial a fim de estabelecer diretrizes e normativas projetuais, contendo a descrição, interpretação e representação da identidade territorial e suas relativas invariantes municipais, com vistas à composição de um Estatuto dos Territórios para um desenvolvimento autossustentável e autodeterminado.
