Therefore, it is considered necessary that the inhabitant, an agent immersed in territorial dynamics, assume the leading role in the operation of territorial heritage. Thus, the aim of this work is to contribute to the discussion and methodological development for the valorization of territorial heritage, based on concepts referring to proactive patrimonialization, disconnected from institutions, through the actions of a projecting community. To this end, the methodological approach of the Italian Territorialist School – ETI is adopted, articulating and expanding conceptual and practical understandings in a transdisciplinary way, between architecture, philosophy and geography. Under a qualitative and descriptive approach, the research methodology is characterized by experimental and participatory actions. The activities linked to the methodological approach intend to analyze proactive patrimonialization as a theoretical and practical procedural conception, develop and experiment a proposal for interaction with a community context in order to identify local processes, considering the values of identity, resource and territorial capital. The interaction is anchored in participant observation, in which the researcher positions himself as an observer of a local reality, in order to investigate it through a direct relationship with the interlocutors, understanding the context of the research and collecting the necessary data to identify attributes that refer to actions linked to the proactive patrimonialization process. In this sense, the work aims to achieve a new interpretation regarding the way of acting on the territory as heritage, contributing to the understanding that the force that moves patrimonialization comes from the subject-place link and the local community project in which it is inserted, through the mobilization of inhabitants around a common objective

A pesar de las intervenciones en urbanización y de políticas públicas integradas en la región, Santos Reis sigue siendo uno de los barrios más pobres de Vitória, con poca urbanización y sin cubrir las necesidades básicas de sus habitantes. Si se inserta en el tema de la urbanización y el subdesarrollo, parte de la premisa de la condición dependiente de la formación económica y social brasileña, proponiendo un diálogo con estudios de teoría crítica de la geografía, sociología urbana y economía política, para alcanzar el objetivo de analizar la formación del barrio, articulando la producción social del espacio con las dimensiones política, económica y social para comprender las transformaciones espaciales y la inserción del territorio estudiado a diferentes escalas, desde lo local hasta la totalidad global, en su proceso histórico. Así, se pretende identificar las múltiples determinaciones que llevaron a la formación del barrio en las condiciones en que se dieron, así como identificar y comprender las condiciones actuales del barrio. Es parte de este análisis: la producción social del espacio, con sus técnicas constructivas y relaciones sociales; la división social del trabajo; la reproducción social de la fuerza de trabajo; políticas públicas y acciones estatales en urbanización y promoción de vivienda; formas de organización social; entre otros. Para lograr el objetivo, se utilizó la siguiente metodología: investigación bibliográfica; análisis de legislación urbanística, informes técnicos y documentos oficiales; búsquedas en archivos de periódicos y revistas locales; análisis de mapas y fotografías; investigación de campo con registros fotográficos y mapeos; y entrevistas semiestructuradas con los primeros residentes, residentes actuales, constructores y técnicos de PMV. Se espera que este trabajo contribuya a una mejor comprensión de la formación de territorios autoconstruidos y su papel en las formaciones socioespaciales dependientes; las formas actuales de producción del espacio y la dinámica inmobiliaria en estos territorios; además de preservar la memoria y la comprensión del estado actual del barrio Santos Reis.

Urban growth has predominantly occurred through informal and illegal processes of access to urban land and housing, resulting in negative socio-economic, urbanistic, and environmental consequences for the city and society as a whole, especially for socioeconomically disadvantaged groups. This has led to irregular and inadequate occupation of the urban environment, consequently resulting in insecurity of land tenure, political vulnerability, and low quality of life for occupants of informal settlements. Considering the severity of this issue, this research aims to analyze the Special Zones of Social Interest (ZEIS) in the municipality of Aracruz/ES, seeking to understand and evaluate whether they have effectively fulfilled the objective of guaranteeing the right to housing. To enrich this analysis, a comparative study was conducted with the cities of Santos, Fortaleza, and Salvador, aiming to identify similarities and similar practical applications. Additionally, the area of Portelinha was selected for a more in-depth study regarding the ZEIS in Aracruz, aiming for a more detailed understanding of the challenges and potential solutions to this complex issue.
- ItemA reestruturação urbana no entorno da Rodovia Leste-Oeste (471-ES): uma nova Cariacica, a quem ela está destinada?(Universidade Federal do Espírito Santo, 2024-03-01) Pinheiro, Isabela Teodoro; Miranda, Clara Luiza; https://orcid.org/0000-0001-9636-2572; Campos Júnior, Carlos Teixeira; Silva, Letícia TabachiThe ongoing urban restructuring is addressed, around the East-West Highway that connects the municipalities of Cariacica and Vila Velha in the Metropolitan Region of Greater Vitória, in the state of Espírito Santo. The highway was proposed to establish a new axis of socioeconomic and metropolitan development, being initiated in 2007 and completed in 2018. The reality researched comprises the socio-environmental impacts between the highway, the private subdivision Parque Leste Oeste, the Hospital Geral de Cariacica and a neighborhood peripheral, Jardim Campo Grande. The planning process for the East West highway simultaneously brought together state interests; of the two municipalities involved; from Companhia Docas do Espírito Santo – Codesa –, at the time a public port, located in Vila Velha on the banks of Vitória Bay; the dry ports of Cariacica (northern region), located on Rodovia do Contorno (BR-101); unions linked to port workers and real estate agents. In this context, a “New Cariacica” is announced, as it is expected to boost the development of the municipality, reinforcing its position as a logistics hub, as the municipality is home to dry ports, and its proximity to the real estate frontier of the Vila Velha waterfront, at the moment, the most dynamic at RMGV. To understand it, a study was carried out on the urban evolution of the southern region of the municipality, where the spatial area is located, from the colonial period (16th century) to the present, observing the ruptures, changes and continuities. The approach includes concepts from critical theory such as: urban restructuring, scaling, rescheduling and urban extractivism. According to the ongoing analysis, it appears that the ongoing urban restructuring, with a different pattern in relation to the pre-existing precarious and peri-urban socio-environmental configuration, carries out the private appropriation of public and common goods, related to the use of urban extractivism techniques.

Considering the ongoing process of deterritorialization and the advance of the production of urban spaces over rural ones, the research was dedicated to the study of territory as heritage and the concept of urban bioregion, an approach taken by the Italian Territorialist School. In this context, the territorial heritage of the Serra de Ouro Preto/MG was adopted as the object of research due to the identification of a critical limit of occupation in the region, pointed out on four fronts: the buildings constructed on archaeological sites of the mining societies of the 18th and 19th centuries; the buildings in areas of geological risk; the production of residential condominiums; and the advance of mining over open spaces. In addition, as this is a transitional region between the city of Ouro Preto and its countryside, the urban-rural relationship was discussed in relation to bioregional planning. Based on the above, permanence, persistence and loss were established in the Serra's land mass and, in a propositional exercise, these elements were adopted as premises for thinking about the territory under a bioregionalist reading key. To this end, we carried out qualitative and descriptive research based on the methodologies developed by the Italian Territorialist School, which consist, firstly, of establishing the urban bioregion in which the object of study is located, by recognizing its environmental, political, living and economic domains, and, secondly, of representing the identity of the place, through a historical-structural and morphotypological reading of the territory, interpretation and representation of its territorial heritage. The work is based on bibliographical research of a historical, theoretical-conceptual and methodological nature and on documentary research. In this way, it contributes: to discussions about the triad Territorial Heritage - Urban Bioregion - Self-sustainable Local Development; to conceptual methodological experimentation on the urban bioregion; to the application of the methodology of identity representation in a Brazilian context; and to the deepening of knowledge about the Serra de Ouro Preto/MG.

Solutions that seek ways to minimize the environmental impacts caused by human action are relevant and necessary. Proposing buildings capable of minimizing this consumption, through efficient strategies to reduce the energy demand in the search for thermal comfort are necessary actions. Windows, as one of the building components responsible for energy consumption, by regulating the entry of light and wind, are an important element for achieving energy efficiency. However, window models have neglected important components for maintaining comfort and, consequently, lower energy consumption. Generative systems appear as allies, proposing a relation of the designer directly to the system, using computer resources to assist them and automating parts of the design process. The main objective was analyze design processes using evolutionary algorithms to define thermally efficient windows. The methodology was divided into five parts. Initially, the definition and characterization of the object of study was made, then the presentation of the physical factors, the definition and use of the software for parameterization of the windows, the configuration of the model of the generative system that was simulated and, finally, the representation of the results. The analysis of results was made by comparing the percentage of time of thermal comfort inside environments served by windows dimensioned according to the Construction Code of the municipality of Vitória, NBR 15.575 and RTQ-R, with the window optimized by the evolutionary algorithms according to models of adaptive comfort and PMV proposed by ASHRAE 55. The results showed that: the windows generate different levels of comfort to the users; the simulated parameters influence the thermal performance of the building and; the algorithms improved the simulated situations. In this process of growth of urban space stands out the dynamics of incentives to vertical real estate products, the result of the work of agents that interfere and induce investments in certain territorial portions of cities. In view of this scenario, the objective of this work is to identify the driving factors of the verticalization process and transformations in the spatial dynamics of the central area and the expanded center of the municipality of Caruaru-PE. Identifying the contribution of municipal legislation in the process of insertion of the vertical building typology, from the perspective of the mandatory imposed by the City Statute (2001). The mixed methodology consisted of the historical-evolutionary and geographic analysis of the object of study, focusing on the verticalization process, using as a tool open data software for the production of georeferenced maps. It was observed that as a medium and propitious to development city in the Agreste Pernambucano, Caruaru have experienced in the last 30 years a process of real estate valuation, with the implementation of vertical buildings, which directly influences the functioning of the municipal urban space. This process of verticalization was relate with the modification of urban parameters in the revisions of the PDM’s of Caruaru, which took into account the presence of the production of this particular typology, to describe the areas in which the Onerous Grant instrument should be made available, to increase the constructive potential. It was concluded, therefore, that the application of the OODC instrument in Caruaru differs from what is guided by the City Statute, resulting in the production of valuation areas expressively marked by income range, real estate value and differentiated infrastructure.

While urban walking mobility has recently received widespread attention in the planning literature, organizations mostly have traffic impact assessments that focus on commuting via motorized and individual transport and lack pedestrian movement impact assessments. This is because most planners do not adopt practical methods of preliminary analysis of how the proposals developed may affect pedestrian activity on streets in different urban configurations. In this way, this research seeks to collaborate with the use of computational mechanisms for city planning, approaching the Spatial Syntax Theory (SST) and its application in urban mobility on foot. For this, it elected the Neighborhood Jardim Camburi (VitóriaES) and its surrounding areas for the performance of the analyses, with the objective of developing a methodological model of diagnosis that can be replicated to the other regions of the municipality. The exploratory work used an abductive, empirical, bibliographic, and documentary method. As for the process, he made use of geographic information systems (GIS) based on the Concepts Of SST. The results were processed through the Space Syntax Toolkit (SST) plugin in the QGIS software for qualitative analysis of the measurements. They demonstrated that the part of the neighborhood that presents its orthogonal form has higher levels of Integration (INT) on a global scale. When evaluated within a radius of 500m, in addition to the orthogonal fraction, excerpts in organic formats also became integration nuclei. In the potential of Choice (CH), the roads that coincide with highways and high flow roads stood out. In this sense, the theory and methodology proved to be appropriate for the qualitative analysis of walking mobility for urban planning because from the identification of INT and CH levels, it is possible to identify microregions for specific urban planning and later correlate this information, to optimize processes and create conditions to encourage the well-being for society.

Combining a qualitative and quantitative analysis, in addition to the configurational approach, with space syntax, it also used historical geographical and typological design approaches, in which it analyzed historical maps for the reconstruction of the urban fabric and analyzes of land uses and occupations. We worked with the hypothesis that the insertion, in the municipal limits, from the 1970s onwards, of the federal highways BR-101/ BR-262, altered the past spatial pattern, altering the patterns of connectivity, integration and accessibility in terms of spatial configuration, making the municipal fabric fragmented and dispersed. Thus, urbanization patterns dispersed throughout the territory were identified, naming them as connected, edge or disconnected. It was verified that the most integrated portion of the territory and with the best choice values are concentrated on the federal highways BR-101/ BR-262 or close to them, it was also verified that in this portion of the territory the connected urbanization patterns are also concentrated. and edge. It is therefore concluded that the space syntax, combined with its topological and geometric variables, and the identification of urbanization patterns, made it possible to confirm that the federal highways structured and structure the territory, is the road system responsible for linking the intra-urban and regional connections of the municipality and responsible for the fragmentation and dispersion of the territory.

The soil of the year of the year is the loss of the environmental quality, especially in urbanized stretches. Thus, it is intended to address in more detail an urban area of João Neiva (ES) and the studio next to the Santa Cruz Village (Aracruz-ES), with its employment, in Permanent Preservation Areas. The methodology used is bibliographic research, books, theses, scientific articles, dissertations and resources on urban problems, watersheds, landscape degradation, among others. An oral history was also used (MEIHY, 2002), based on a semi-structured process for access to the landscape, occurrences in the region, and as territorial changes observed by the interviewee. As a result, which is the scenario, the predominant urban centers are indicative of occurrences, qualitative scarcity and prediction of inequality without water source. As characteristics of the urbanization process, the expectation of urban expansion (new subdivision projects and condominiums) and the consequences of eucalyptus monoculture associated with the pulp industry in the region since 1970 were considered. appropriation of water resources by the dynamics of capital, and the large area used for eucalyptus planting, caused a local territorial reconfiguration and a threat to indigenous species, as well as one of the ecosystems and ways of life of region.
