This exploratory and qualitative study aimed to understand the phenomenon of sibling separation in the context of adoption and foster care, through the experiences reported by social workers and psychologists from the justice system and foster care institutions in a specific state in the Southeast region of Brazil. Specifically, the objective was to explore the procedures and perceptions of these technical teams regarding the separation of sibling groups in the context of foster care and adoption. Two articles were developed, addressing the specific objectives of this research. Two techniques were applied as methods: a survey, through a questionnaire, with questions related to the characterization of the participants, professional procedures, and institutional perceptions, and a Focus Group. Data analysis was performed through content analysis. The results indicate that professionals do not receive training on the subject and have difficulty finding literature on the topic. The multidisciplinary nature of the professionals' work was identified, as they utilized techniques and tools from their professional practices despite lacking specific training. It was also observed that institutions develop actions that can both favor and hinder the preservation of bonds. The results indicate the reasons for separating siblings in foster care, highlighting reaching adulthood, leaving the foster care institution, and court determination related to the adoption demand of one or more siblings. Among the criteria for sibling separation, the absence of a fraternal bond was mainly presented, which requires an analysis by the team. Behavior, life stories of the foster children, and their trajectory in the institution are observed for bond analysis. There are cases where the behavior of the siblings indicates that the fraternal bond was not established. Separation of siblings with established bonds can also occur, and other criteria may be determining factors. Teams express that when siblings have fraternal bonds, separation becomes a difficult and painful process, both for the sibling groups and the involved teams. Among the consequences of separating siblings with bonds, as a result of adoption, psychological suffering and behavioral changes in those involved are highlighted. Strategies were presented to maintain the bond between siblings who have been placed together and those separated due to adoption. It is concluded that separating siblings with emotional bonds causes a great deal of suffering and can affect the emotional and social development of children, leading to behavioral problems, academic performance issues, and interpersonal relationships. The importance of considering the best interests of the children when deciding whether siblings should be separated is emphasized, as well as an interdisciplinary and intersectoral approach to working with siblings in foster care, respecting the wishes of the children and adolescents involved. The need for training for technical teams and the implementation of integrated and committed public policies to guarantee the right to family and community life, prioritizing the maintenance of sibling bonds whenever possible, is highlighted.

In view of this legislation, adoption is understood as an exceptional and irrevocable act, in addition, research data already show increasing numbers of children and adolescents returning to foster care after approval of approval, a phenomenon named in this work as dissolution of promotion. Thus, this dissertation, divided into two complementary articles, presents data on the issue of dissolution of adoption in the state of Rio Grande do Sul. In the first, the occurrence of the phenomenon in the state between the years 2018 and 2020 was mapped through of document analysis. The data provided by the Coordination of Childhood and Youth of RS, referred to a total of eight processes that took place in the last three years. Through descriptive analysis, the results dissipated that the time from adoption to dissolution ranged from 30 to 2920 days, with the lack of attachment being the main motivator for the return to reception. In addition, it was identified that entering adolescence can be a risk factor for dissolution of adoption, a period that was in seven of the eight cases studied. Finally, the data reflected non-compliance with legislation in different spheres of the adoption process. In the second article, through a case study, an attempt was made to understand systemically, from different perspectives (professionals, adopters and adopted), how the process of dissolution of adoption was experienced. A mother by adoption, the adolescent who was adopted and returned to foster care, and the team from the foster care home (psychologist, social worker and educators) who monitor the case participated. The instruments used were the genogram, the family design and semi-structured alterations. The data were triangulated and the results pointed to non-compliance with what is provided for by law, lack of identification of the risk situation and post-adoption follow-up, in addition to the search for blame among those involved. It is concluded that the hypotheses of dissolution experienced in practice alert to the need to intensify post-adoption follow-up and questions regarding the legislation.
