- ItemSegregação das vítimas da sujeiçao criminal : lugar de bandido é na cadeia(Universidade Federal do Espírito Santo, 2010-11-11) Santos, Gilvan Vitorino da Cunha; Rodrigues, Marcia Barros Ferreira; Krohling, Aloísio; Anjos, Erly Euzébio dosThis dissertation initiates with how the prison penalty became a penalty by excellence, in the earlier nineteen centuries, tries to demonstrate its strait relation to the dominant structure, although, also recognizing the existence of subjective factors in their constitution. In sequence, demonstrates how prison destines part of the society that suffers the effects that Michel Misse names as criminal subject phenomenon in which will be selected the victims that will over populate the prisons. Following the lessons of Zaffaroni and Nilo Batista, and, still, of Hannah Arendt, demonstrates first how prison is the manifestation of the state police and as the violence exercises, concluding, for now, that imprisonment is never non violent, in the following chapter, we treat the violence cases treated in the inspections made by a variety of human defense organs and inspections made by CNPCP National Council Of Criminal and Penitentiary Politics Conselho Nacional de Política Criminal e Penitenciária -, that is a Execution Organ, with prescribed attributions by the Penal Execution Law Law 7210/84. In sequence, following the lessons of Pierre Bourdieu, we investigate the judicial Field for the verification of magistrates and accusers (these, members of Public Ministry), in a way of that produces specially in the criminal processes records, justifying the criminal subject and, still, contributes for the prison system is indeed violent of segregation by the society of marginal individuals.
- ItemRimbaud : um subalterno híbrido em contexto colonial?(Universidade Federal do Espírito Santo, 2011-03-11) Barbosa, Lohaine Jardim; Rodrigues, Márcia Barros Ferreira; Ciccarone, Celeste; Matos, Sonia MissagiaThat work is going to produce reflections about subalternidade and hibridização, from a reading indiciária of the work and life of Arthur Rimbaud, propondo the reading of Rimabud while a subordinate voice hibrida in colonial context. In the first chapter, building a field of visions/enunciations of the subalternidade present in its works. I detach the "subordinate west", propondo the reading of the "poetic enunciation" of Rimbaud while a subordinate enunciation in colonial context. Upon discussing the poet hibrido, I propose the notion of "subordinate subjectivity" and I emphasize the importance of the theories that try the trials of hybridization for a better comprehension of the complex phenomena of formation and transformation of the subjectivities in conditions of subalternidade. In end, I detach the proposal of approach for enterprising the knowledge and the "I" of the contingency and of the superimposition, present in the poetry of Rimbaud, and empreendo a reflections about the concept of science and the status of the social sciences today, in Brazil contemporary.

- ItemA ambivalência dos posicionamentos da oficialidade eclesiástica e a renovação carismática católica : uma proposta de interpretação(Universidade Federal do Espírito Santo, 2011-10-03) Mello, André Almeida de; Macedo, Silvia Lopes da Silva; Colbari, Antônia de Lourdes; Sales, Lilian Maria PintoThe subject of this dissertation is the ambivalence that has been characteristic of the stances of the Brazilian catholic ecclesiastic hierarchy on the issue of the Charismatic Catholic Renewal (CCR). It starts discussing the origin, development and main characteristics of the CCR. Following, a historical perspective of the stances of the Latin American, particularly Brazilian, catholic ecclesiastic hierarchy is presented, which are marked by ambivalence. Finally, one interpretation of the motives and tendencies of the ambivalence of the stances of the Brazilian catholic ecclesiastic hierarchy is presented, based on the theoretical framework of Pierre Bourdieu’s concept of religious field and Max Weber’s use of the concept of sacred state.
- ItemReapropriação sustentável da natureza como via possível de reencantamento do mundo(Universidade Federal do Espírito Santo, 2011-10-14) Milanez, Priscila Rocha; Vicente, Aline Trigueiro; Anjos, Erly Euzébio dos; Rosa, Tereza Cristina da SilvaThe environmental crisis that plagues the contemporary world is analyzed in this work as an emblematic and convincing expression of the crisis of modernity. The theoretical path we undertake in order to understand this crisis comes from the Weberian notion of disenchantment of the world, and relies on the consideration that it is the result of a particular model of rationality formed in modernity, as pointed by Leff (2005). From this point of view we are able to question reflexively new ways of reframing and sustainable reappropriation of nature that are expressed in nonhegemonic practices of appropriating and realizing just how far they are (or not) as a way to re-enchantment of the world. The notion of re-enchantment of the world, here referred to, is defined as granting the existence of other senses through the redefinition of the relationship between human beings and nature, which are expressed in non-hegemonic forms of appropriation of this resource and are based on new ethical principles . We hope to find in vegetarian/ vegan movements empirical contribution to this reflection.

In the Brazilian agencies in recent years there has been a constant presence and reiterated the idea of an administrative reform. The simplest observation has shown low levels of efficiency, effectiveness and transparency in public institutions. The present study aims to bring out, contrary to common sense, an example of good government - the Prêmio INOVES. Thus arise the concepts of efficiency and effectiveness in the public sector. As well, the exposure of the state of a scenario that shows the Espírito Santo opened the prospects for change. In this sense, through the sociology of organizations, we seek to experience aspects of the reality of the Prêmio INOVES presented to explain particular concepts from the theory of human relations and tour of the models of concrete action of Crozier and Friedberg (1977) , the analysis of the action / situation the behavior of actors involved in winning projects. The methodology used in the design of this research is that connected to Ground Theory of Strauss (1967) which emphasizes that the construction of knowledge about certain objects should be thought of as minimal articulation of the basic concepts that would guide the coming and going between the observation - is ethnographic or in-depth interview - and confirmation and reconstruction in a more complex theory to be applied. The most immediate conclusion to studies runs through mid-range theories that allow a contact with the object of study whose proximity allows a process of discovery of the relevance of the central observation, as well as another pillar of theoretical investigations of the actors involved in international cooperation projects.
- ItemPolítica urbana e reassentamento populacional : o caso do Projeto Terra Mais Igual em Vitória-ES(Universidade Federal do Espírito Santo, 2012-04-05) Marinho, Cínthia Pinheiro; Silva, Marta Zorzal e; Colbari, Antonia de Lourdes; Mendonça, Jupira Gomes deTaking as starting point the process of urbanization and social and political consequences of accelerated growth of the industrial capitalist cities, the study aimed to address the State s action on urban problems through public policies for the population living in areas slum, considering the dynamics of implementation of these policies and the various interests that are manifested in the appropriation of urban space. For this discussion we used different theoretical approaches, from the urban sociology literature and incorporating public policy and urban planning. The research was situated within the Projeto Terra Mais Igual, the city of Vitória, highlighting the proposed resettlement of the population Polygon 02 of that project. The data obtained through desk research and qualitative interviews allowed a better understanding of the dynamic performance of the government in this region, considering the reaction of the population involved in the implementation of resettlement location indicated by the PTMI, especially with regard to the issue of segregation socio-economically distinct spatial populations.

- ItemA construção de um problema social : o caso do "pó preto" e seu debate nas audiências públicas de licenciamento ambiental em Vitória/ES(Universidade Federal do Espírito Santo, 2012-06-12) Pinheiro, Larissa Franco de Mello Aquino; Vicente, Aline Trigueiro; Losekann, Cristiana; Rosa, Teresa Cristina da Silva; Knox, WinifredAn overview of the construction of an old social problem which is the air pollution generated by the enterprises located at Ponta do Tubarão and its effect on the city of Vitoria is presented. Fruit of the great developmental projects installed in the city from the 1960s on, such problem brings certain risks that have already met opposition by the population. In this topic, the targets of the analysis were the public hearings for environmental licensing which took place in Vitoria (ES) when there was a Production Expansion in Vale s Complex of Pelletizing (Plant VIII), in 2006, departing from the idea that they are public arenas where different social actors (State, businesses, and society to be impacted), who support distinct interests such as rationality, values, and projects related to the dispute for a social space, confront each other. It was investigated the way this form of social mobilization happen in the political arena that is called public hearings, that is, the way a social problem becomes visible and an object of mobilization. It was observed that the several social actors who take part in the public arena contend for spaces to broadcast their speeches and to position themselves in regard to the issues, thus revealing distinct discursive capacities, which become a differential in power in relation to each other.
- ItemA lei de execução penal e sua finalidade ressocializadora : o caso de "Bubu"(Universidade Federal do Espírito Santo, 2012-06-28) Araújo, Tatiana Daré; Rodrigues, Márcia Barros Ferreira; Dadalto, Maria Cristina; Carvalho, Thiago Fabres deOne of the issues discussed in the Brazilian penitentiary system is the constant violation of human rights of inmates due to increased crime and violence inside and outside prisons. It is found that the prison system, and state political institution works in a distorted view of their proposed resocializing and below the limits of democracy. Thus, it is evident, in the penal system, the contradiction about the criminal culture that relies on speech for security, while the loss of the monopoly of force by the state underlies the parallel power, with its own codes and standards that coexist with the law officers in the prison. Therefore, it is the aim of analyzing the operation as would prison system from the viewpoint of lawbreakers, and concerns also a systemic approach the arrangement in which are inserted in order to understand how demands and institutional structures, the architecture of space and time criminal, and the rules of the prison influence and shape the individual, to the point of changing their identity and understanding of the universe that surrounds him. He tried to understand the ways in which human rights are seized, reworked and negotiated as a means of survival, where there are three normative codes, either, official rules, extra-legal and disciplinary process that interfere with and reinforce the annihilation prisonization not only the status of citizen, but also the identity of these individuals, the source driving the individuality and reconstruction of self. Thus, the research was based on a comparative analysis on the perception of human rights to the internal dimensions in space and time in prison, two types of prison policies that work antagonistically, ie, the prison where the violation occurs human rights ("Tucum") and where consistent with those rights ("Bubu") in the Criminal Sentencing Act is being implemented. For this purpose, as the object of analysis methodology, the stories of the lives of inmates "Bubu", with the mark clipping oral theme, through the analysis on the spatial and temporal) past: history of previous imprisonment (pass " Tucum "to" Bubu "), b) this: how to identify and highlight the prison officers, employees and directors and c) future: perspectives on life when they leave prison. Thus, we attempted to understand the impacts of the Penal Execution Law Women in Prison Cariacica ("Bubu"), in the process of rehabilitation of inmates. In general, their narratives demonstrate that the proposed rehabilitation of the prison considered a model, has not been answered positively by the internal and responsible for their changes, but the person's own will, which reveals the contradictions and ambiguities of humanitarian policies. Also, in his reports, indicate a need to modify the behavior of prison officials, because of the discipline, rigidity and authoritarian way they are treated, showing the continued oppression and control, making them more angry, humiliated, subjugated and unable to have autonomy. Overcharging of prison in "Bubu" are also perceived by the characterization of being female that is directly linked to the constitution of their subjectivities, in contrast to the prison "Tucum" when the full access to belongings helped them rebuild their individuality, feeling become more happy and free. Finally, the moment you realize close to freedom, they fear a possible mismatch between the world that presents itself as a new, uncertain and challenging. Therefore, the interpretation of the results concludes that both prisons are human rights violators, albeit by different routes.
- ItemTeoria crítica e luta por reconhecimento : contribuições de Axel Honneth ao debate da justiça e da cidadania(Universidade Federal do Espírito Santo, 2012-09-21) Silva, Tatyana Léllis da Matta e; Ribeiro, Adelia Maria Miglievich; Sobottka, Emil Albert; Araújo, Paulo MagalhãesIn this dissertation, we intend to study the contribution of Axel Honneth, current director of the Institute of Social Research at the University of Frankfurt, and one of the main thinkers of our days in the field known as critical theory, in its relation to the idea of broadening the notions of recognition in a society that sees itself as democratic. Thus, we take as the object of analysis the elaborations in Struggle for Recognition, its theoretical influences, with emphasis on the category of ethicity, an inheritance from the first works by Hegel, which dialogue with Aristotle. Honneth tries to improve such category in order to elaborate a normative social theory model, once Hegel saw society as an ethic totality in opposition to the atomistic presuppositions. The ethicity, a concept which was highlighted by Honneth, refers to a set of elementary forms of intersubjective relationship which, from the beginning, made the subjects move together in a "natural basis of the human socialization". According to Honneth, the link between the subject's experience of recognition and identity construction (individual or collective) is vital and occurs in three dimensions: love, official recognition, and solidarity which, if well succeeded, potentialize the chances for the development of selfconfidence, self-respect, and self-esteem. Therefore, the mutual recognition can only improve in the interaction between individuals, and the possibility of change in the moral grammar.
- ItemO processo de implementação das políticas públicas : o caso do Pronasci na Região Metropolitana da Grande Vitória(Universidade Federal do Espírito Santo, 2012-11-08) Lopes, Carlos Augusto; Rodrigues, Márcia Barros Ferreira; Dadalto, Maria Cristina; Pinheiro, Anna Marina Madureira de Pinho BarbaráPresented by the Ministry of Justice in 2007, by Law 11.530, o Programa Nacional de Segurança Pública com Cidadania (Pronasci) marks a unique initiative in tackling crime in the country. Within its initial conception, the program combines security policies with social actions, prioritizes prevention and seeks to achieve the causes that lead to violent crime, without giving up the planning strategies and social repression qualified. The municipalities comprising the Metropolitan Region of Grande Vitória joined the program because they have one of the highest rates of urban crime in Brazil. This paper presents an analysis of the implementation process of the Pronasci in the Metropolitan Region of Grande Vitória, Espírito Santo. The main objective was to analyze the process of implementing this policy and, by comparison with its institutional design, understand the extent to which this policy was effective as intended in its formulation. The proposed approach seeks to bring new elements to the discussion of public policy in Brazil, mainly to draw attention to the importance of the evaluation phase of such policies as a way to gain experience and enhance the development of new policies. The analysis concluded that several factors inherent in the process of implementing the public policy implications were analyzed in their execution, such as institutional relationship between actors involved in the formulation and implementation (the federal government and municipalities, respectively), investment volume and structure of the municipality.
- ItemImpactos do funk na vida dos funkeiros : reconhecimento na interação intragrupo; estigmatização e discriminação na relação extragrupo(Universidade Federal do Espírito Santo, 2012-11-21) Mendonça, Vanderlei Cristo; Rodrigues, Marcia Barros Ferreira; Ribeiro, Adelia Maria Miglievich; Pinheiro, Anna Marina Madureira de Pinho Barbará; Dadalto, Maria CristinaThis dissertation aims to present the dual social role that the "identity funkeira" plays in the lives of young people that if autointitulam "funkers". With this aim, to identify the processes that pervades the intra-group interactions of funkers the light of the Theory of recognition in the perspective of theoretical Axel Honneth. This approach has allowed us to reach the adequate understanding of the interaction inside of groups of funkers, perceiving, inclusive, as they are heavily steeped in by processes of recognition. On the other hand, using the advances of sociological theory and social psychology, with regard to the questions on the poor and poverty in Brazil, it was contended the hypothesis that the symbols that characterize this musical genre they bring in their swelling characteristics that make fall on the funkers prejudices which, in Brazilian society, mark the poverty and the poor. The analysis took into consideration, still, the context of the sensation of fear and insecurity from which is has justified certain postures of search for security which dispenses with the identification of the subject of crime, that is, the identification of the "enemy contemporary social", that, in dialectical process, it strengthens the stigmatisation of funkeiro.
- ItemA ideia de descentramento em Roberto Schwarz(Universidade Federal do Espírito Santo, 2012-12-10) Costa, Igor Nunes; Brito Junior, Bajonas Teixeira de; Delmaschio, Andréia Penha; Ribeiro, Adelia Maria MiglievichThis idea of decentering in Roberto Schwarz, arising from subordinated insertion of Brazil in the international parallel to accommodation ideas of modernity by European relations favor of Brazilian society. It is analyzed in the works in which he discusses the development of the country, class relations and intellectual tradition in which it operates. This decentering is emphasized during the Independence of Brazil, made conservatively, when European ideas were put into gravitation elites in Brazilian slave society and patronizing. Such ideas have become ornaments, since the participation of elites in the benefits of advanced societies only be wrought under the economic exploitation and political domination update installed in that period and with the advance of capital. Ideas, so that did not have the same effect it had on countries of origin, always being displaced by favor. Given the relative autonomy of culture facing the economy, the process of formation of Brazil, law, architecture, literature, customs were brought into the country and implemented, contributing to the mismatch between domestic and foreign culture, which is ours under these conditions maladjusted. One of these ideas, the development, founded on science and technology, advancing by leaps stimulated economic structure without due process monitoring social to tell him about it. - ItemMunicípio e segurança pública no Brasil pós Constituição de 1988 : o caso de Vitória-ES(Universidade Federal do Espírito Santo, 2013-03-27) Souza Junior, Albeniz de; Silva, Marta Zorzal e; Mattos, Rossana Ferreira da Silva; Araújo, Paulo MagalhãesThe aim of this work was to seek answers to questions concerning the relationship between municipal government, public safety policy and intergovernmental relations in the contemporary context of Brazilian federalism. Our object was to policies developed by the City of Vitória, in the period 1997- 2011. Under the new legal framework politician from the CF-88 provided a greater role of municipalities in the implementation of social policies. This new context has enabled the emergence of local, as a new protagonist to act in formulating an agenda aimed at the prevention and control of violence and crime within the municipality. However, in times of political change, the resistance always attend creating obstacles and difficulties. Supporting the resistance was put the actual text of the CF-88, which in Article 144, on the Public Safety, this excludes the municipality area of expertise. The analysis allows us to conclude that local security policies of the City of Victoria in the period 1996 to 2011 are included in four stages: a) the entry of the Safety Agenda at City Hall 1996, b) the decision-making process and the constraints for the establishment security institutions in the city (1997-2002), c) the beginning of the implementation of security policies under new political (2003- 2004), d) and the strengthening of the administrative structure and policies (2005-2011). The results for the development of municipal policies found: that programmatic alignment between federal entities is paramount to ensure minimally to the implementation of public policy, despite the advances seen in cooperative federal relations, there are still many constraints that limit cooperation. Among them we highlight two challenges that attend this context: the first is the need for the existence of political convergence between the governmental entities that in fact there is cooperative outcome. The second refers to the duties and responsibilities of federal agencies in the area of public safety.
- ItemGoverno eletrônico no Espírito Santo e a possibilidade da ampliação da participação política(Universidade Federal do Espírito Santo, 2013-05-03) Santos, Larissa Galdino de Magalhães; Losekann, Cristiana; Colbari, Antonia de Lourdes; Lima, Fábio Luiz Malini de; Mendonça, Ricardo FabrinoThe present work aims to study the scenario of e-government in the State of Espírito Santo, identifying and analyzing the stages of maturity where it is the portal www.es.gov.br as the concepts ONU (2003, 2008) about the use of information technologies and communication, and investigate the possibility of broadening political participation through the website s electronic PPA Online that receives the demands of the population to be incorporated into the statewide multi-year plan. To achieve the goals, we chose to understand the electronic government while the presence of virtual information, content, services that governments offer their citizens on the Internet, in order to promote more effective management, transparency and participation online. Adapted to the level of maturity of e-government and the ONU criteria for evaluating institutional arrangements online. Through the guidance and navigation building a framework of evaluation was possible to diagnose the stage of development of e-government in the state of Espírito Santo and check the hypothesis of political participation. The results confirmed the need for state governments need to rethink their policies and practice of electronic government, especially regarding the relationship with the citizen. Despite the identification of innovative practice in the portal, stood out more, inefficiency in providing the same services to the public and in providing channels of participation. So establish an effective communication channel between citizen and government, should be the first step towards legitimization of e-government in the Espírito Santo.
- ItemA morte sob outro ponto de vista : transformação do líder morto em mártir-encantado(Universidade Federal do Espírito Santo, 2013-08-31) Souza, Edimilson Rodrigues de; Ciccarone, Celeste; Matos, Sonia Missagia de; Godoi, Emilia Pietrafesa deThis research aims to highlight, from three ethnographic experiences, some of the manners for the translation of leaders assassinations, respectively union workers, religious, farmers and indigenous, in areas historically marked by intense land conflicts in Brazil: São Geraldo do Araguaia (PA), Ribeirão Cascalheira (MT) and Pesqueira (PE), in order to discuss the transformation/generation of Raimundo Ferreira Lima (Gringo), João Bosco Penido Burnier and Francisco de Assis Araújo (Xicão Xukuru) in the land martyrs and/or enchanted, made present in the pilgrimages arising from these events, the pilgrimages of the martyrs of the walk. The focus of the analysis will be the stories about these leaders "marked for death", which offer us tools to think about how their personal trajectory as well as the threats that preceded the ordered murders of these characters caused other points of view on the death/violence in these spaces of struggle. This topology is an attempt to organize one logic of thought that recognizes the transition between life and death, articulated by various experiences of conflict and confrontation, which underlie the right to remain in the territories historically occupied and appropriated by these collectives.

Was observed the relation between religion and politics highlighting the evangelical pentecostal expansion, specifically the case of the Assembly of God. The study departs from the idea that the choice of leaders within religious institutional structures may also influence choices within social structures, for example, the choice of political leaders.
