The need to reconcile the interest in accessing public higher education in Brazil with existing regulations, inclusion policies, and the State's budgetary constraints has increased the complexity of the admission processes. Simultaneously, the 1988 Federal Constitution expanded the possibilities for access to justice and the role of the Judiciary. In this context, the judicialization of admission processes has become a frequent trend, and UFES, particularly as the only public university in the state where it is located, is not immune to this phenomenon. The research is documentary, descriptive, and explanatory, conducted through a mixed-method approach. Quantitative and qualitative stages of document analysis were carried out on the judicial cases available on the virtual page of the Federal Regional Court of the 2nd Region, related to admission to UFES undergraduate programs. The results present an overview that highlights the increase in the number of lawsuits between 2018 and 2023, as well as the Judiciary's involvement in implementing public policy for higher education admission. The phenomenon predominantly involves sensitive issues, such as the quota system. Moreover, the analysis of the judicial decisions related to these cases demonstrates that there is no judicial activism in the content of the decisions, that the rulings are primarily based on factual matters and principled and jurisprudential arguments, and that UFES is the losing party in a minority of cases. However, the rulings against the University—especially those that provisionally mandate enrollment—have significant consequences for public administration and students. Therefore, the study of the judicialization phenomenon reveals weaknesses, potentialities, and solutions for public administration, making it possible to outline recommendations that contribute to improving the admission processes for undergraduate programs at UFES, in order to prevent recurring legal disputes.

For this purpose, a DEA model was proposed where DMU and DMV were defined for the problem. Based on this DEA model, educational efficiency scores were measured through Data Envelopment Analysis (DEA). We sought to consider the financial and performance indicators of education and Municipalities. We analyzed 53 Municipalities of Espírito Santo. The results showed that in the period evaluated there were high levels of educational inefficiency. The results indicate that a significant part of the municipalities of the State need to review their public policies directed to education, especially the allocation of resources

At the state level, this agenda became strategic with the creation of the Capixaba Institute of Teaching, Research, and Health Innovation (ICEPi) in 2019. Since its inception, ICEPi has developed projects aimed at scientific, technological, and innovation development, working in partnership with municipalities and other health services. Despite significant results achieved, which contributed to improvements in access and quality of healthcare services in Espírito Santo, it is still necessary to optimize methods for implementing innovations, aiming for greater efficacy and sustainability. Thus, this research aimed to propose strategies to increase the effectiveness of implementing innovations in public health in Espírito Santo. The methodology adopted was applied, exploratory, and used a quanti-qualitative approach through action research. To collect quantitative data, an online questionnaire based on the domains of the Consolidated Framework for Implementation Research (CFIR) was administered to a sample of 34 participants. For qualitative data collection, a focus group with a sample of 5 people was conducted, with the group moderated and guiding questions also based on the CFIR. Data integration was performed through side-by-side comparison. The results of this research identified the main facilitators and barriers in the implementation of innovations in public health in Espírito Santo, such as the adaptability of the innovation to local needs, the existence of partnerships and connections with external entities, and the internal infrastructure of health organizations. Based on these findings, a roadmap for implementing innovations in the SUS-ES was developed, structured in seven main stages: evaluation of the internal and external environment, innovation planning, stakeholder engagement, team training, implementation with continuous adjustments, and sustainability and expansion of the innovation. This roadmap offers the steps and activities to guide managers and health professionals in introducing new practices and technologies, promoting a culture of continuous and sustainable innovation
