- ItemA intersetorialidade como estratégia técnica e política da Organização Mundial da Saúde e do Banco Mundial(Universidade Federal do Espírito Santo, 2017-11-27) Abreu, Cassiane Cominoti; Garcia, Maria Lúcia Teixeira; https://orcid.org/0000-0001-9851.8411; Mendonça, Luiz Vasconcellos Pessoa de; Couto, Berenice Rojas; Mendes, Jussara Maria Rosa; Vieira, Ana Cristina de SouzaO objetivo desta tese é analisar os fundamentos da intersetorialidade como estratégia de gestão proposta pela Organização Mundial da Saúde e pelo Banco Mundial, caracterizando as intencionalidades contidas nas dimensões técnica e política. Para o alcance do objetivo, realizamos uma pesquisa qualitativa, envolvendo pesquisa documental a partir das palavras-chave intersectoral e multisectoral, a partir dos textos disponíveis nos sites dessas agências internacionais. A busca ocorreu entre os anos de 2015 e 2016. O método escolhido como referencial epistemológico foi o materialismo histórico dialético. Para a análise de dados utilizamos a análise de conteúdo do tipo temática. O significado da intersetorialidade para a Organização Mundial da Saúde e para o Banco Mundial está relacionado à: realização de ações, atividades ou esforços conjuntos entre vários setores; a uma estratégia de saúde adotada nas conferências internacionais de promoção da saúde; como sinônimo de ação multisetorial entre setores e ao trabalho conjunto entre profissionais de diferentes disciplinas/profissões para compartilhar saberes ou como uma forma de intervenção, abordagem, ações, coordenação entre setores diferentes. Os objetivos para o uso da intersetorialidade/multisetorialidade por ambas as Agências estão relacionados à resolução dos problemas sociais como a falta de saúde, educação, epidemias e a má gestão das políticas sociais. Relaciona-se o fomento das ações intersetoriais ao âmbito das políticas sociais, especialmente para os pobres e vulneráveis, como ferramenta técnica de gestão capaz de desfragmentar as políticas sociais e resolver os problemas sociais. Com o uso das categorias historicidade, essência/aparência desvendou-se a impossibilidade da resolução dos problemas sociais no capitalismo e da desfragmentação das políticas sociais pelo uso da intersetorialidade. Compreende-se que a gênese da fragmentação e dos problemas sociais postos pelas Agências estão associados à base material que os produzem: as relações sociais de produção. Essas comandam todo o processo e as necessidades humanas dos seres sociais não são a prioridade do sistema. Concluímos que a aparente racionalização técnica conferida a intersetorialidade/multisetorialidade pelas agências internacionais Organização Mundial da Saúde e Banco Mundial encobrem a determinações ideológicas e políticas a favor da reprodução de propostas de reforma social aliançadas ao neoliberalismo. Essas supõem que com boa administração e gestão dos recursos e intersetorialidade seja possível resolver expressões da Questão social. A intersetorialidade, no aspecto conceitual, deve ser compreendida como uma ação técnica e política de articulação entre setores visando à construção, reafirmação ou oposição a projetos coletivos.
- ItemA intersetorialidade no processo de construção da política de saúde brasileira(Universidade Federal do Espírito Santo, 2009-06-22) Abreu, Cassiane Cominoti; Garcia, Maria Lúcia Teixeira; Raizer, Eugenia Célia; Carvalho, Denise Bomtempo Birche deThis study aims at analyzing how the intersectoriality was inserted in the construction process of the Brazilian health policy, having the debate built by the movement and by the sanitary reform and the National Plenary Health as its basis in the 70 s and 80 s, and identifying the intersectoriality in the debate of international health conferences of the World Health Organization. The research is characterized by being qualitative, oriented by the materialistic-historical-dialectic method. A documental and field research was used. The first one involved the collection and analysis of documents which were formulated in the studied periodicity and the field research was performed in four interviews with participants of the national plenary health. The content analysis was used for the data analysis. The study indicates that in the construction process of the Brazilian health policy there were two societary projects in dispute that congregated different meanings from intersectoriality. The neoliberal project defends a meaning of intersectoriality based on the articulation among sectors in a technical and rational perspective which hinders a political and ideological meaning in favor of the reduction of financial resources for the health policy. This is the meaning for intersectoriality present in the international conferences of WHO and it had a strong influence in the 7th National Health Conference in Brazil. The project defended by the sanitary reform kept a meaning of intersectoriality in favor of the articulation among social policies and the expansion of social rights with the consequent consolidation of health concept defended by the sanitary movement. The study concludes that intersectoriality can be paradoxically restrictive and reasserting of collective projects structured around the overcoming of inequality and social inequity conditions.

We carried out mixed-method research involving 41 institutions of the Network, having as empirical corpus the pluriannual plans, the budget guideline laws, the annual budget laws, the news of the National Council of Professional, Scientific and Technological Education Institutions, the student profile documents, institutional regulations for student support, and the financial execution data from the Panel on the Federal Budget and Brazilian Transparency. In qualitative terms, we used thematic content analysis. For the quantitative data, we performed trend evolution analysis of the budgeted and executed resources, with a focus on payments, in the search for inflection points for the analysis of their causes. We use social policy, public fund and financing as theoretical categories. Our results show how the policy of budget cuts impacted the budget execution of the National Student Assistance Program, with a tendency to increase spending on elements of expenses that are not considered student support. This trend emerges from 2017 onwards, while student assistance expenses remained stable and there was a reduction in resources, growth in demand and an increase in the number of enrollments. Regarding the resources executed, they were mainly spent on direct student support through cash transfers. The cuts in resources varied according to the different areas of institutional financing and the program, during the period, suffered the smallest percentage cuts, when compared to the other areas, not being related to the regional location of the institutions. The underfunding of the program and its definancing after the approval of Constitutional Amendment 95, in addition to accentuating the characteristics of a selective program focused on money transfer, made the regulations themselves stop including part of the student population. In addition, the meritocratic ideology has contributed to the questioning of the legitimacy of student assistance both institutionally and by the control bodies. Finally, the pandemic, despite bringing changes in the organization of student assistance policies, did not change the federal government's policy of budget cuts nor the framework of misuse of program resources. In conclusion, we highlight that the intensification of austerity as an economic policy and the lack of funding for educational policies reverberated on the program, making the implementation of Student Assistance as a right unfeasible, following the trend of being increasingly restricted and selective, making it difficult to fulfil the proposed objectives for permanence and intensifying the misuse of its resources to cover institutional demands. In addition to insufficient funding, the conservative and meritocratic ideology has limited the social control of the responsible bodies and made it difficult for the student community, making the legitimacy of student support unfeasible, and limiting its conception and scope.
