The overall objective of the thesis was to analyze the genesis of the Public-Private Partnership (PPP) policy in education in Minas Gerais (MG), since, in 2003, this State became a legal pioneer in the country. It was a documentary analysis. We supported our research in national researchers Adrião (2018; 2017a; 2017b; 2009); Peroni (2018; 2015; 2013,:2008) and Martins (2005; 2009) who dedicated themselves to studying the relationship of the State with themes that accompany the globalization process of education in the contemporaneity; in addition to Roger Dale (1994; 2004; 2006; 2009; 2011; 2014). At the methodological field, we opted for the perspective of Pierre Muller (1998a; 1998b; 1999) and Pierre Muller and Surel (2002) who, through the theory of cognitive analysis of public politics offer tools for the reconstruction of ideas and their understanding in creating a policy. Our research corpus was made up of documents published in the Diário do Legislativo linked to the Legislative Assembly of Minas Gerais, during the processing of Law project 889/2003 which later was changed into Law No. 14,868 / 2003. We identified in the data analysis the action logics used by mediators / actors and the power logics built and used as an ideological force in the political arena in favor of a certain point of View. In the analyzes, we identified different cognitive matrices, in addition to the origin of cognitive matrix of PPP. During the process, in the educational field, there was not much discussion. We conclude that the narratives evidenced the dispute over a Project government of Aécio Neves (2003-2007) to which he prioritized the private participation “in business” of the state. The legislator left blanks so that in the near future he could create PPPschool, with the effect of intensifying the privatization process in the State. There is a new modus operandi in MG. The problem is, above all, in the process conservative and late modernization of the country which today translates into public partnership with the private without a sharp distinction in the views of the right-left political actors or left over the ideal role of the state in guaranteeing well-being for the majority of Brazilian population.
- ItemO programa de crédito estudantil "Bom na escola" : estudo sobre uma política social de geração de renda e redução dos índices de reprovação e evasão(Universidade Federal do Espírito Santo, 2010-06-30) Fraga, Elizângela Ribeiro; Araújo, Gilda Cardoso de; Oliveira, Edna Castro de; Adrião, Theresa Maria de FreitasThis study aimed to evaluate the program "Bom na Escola", established by the municipality of Serra, Espírito Santo, in 2007 and its objectives regarding the reduction of dropout rates and school failure. The program "Bom na Escola" is characterized as a minimum income program conditional on education and provides students with the amount of $ 100.00 (one hundred dollars) at the end of fourth grade and eighth grade at the end of those who are approved and obtain a frequency of 90%. From the historicizing of minimum income programs and their connection with the reform of the state, could better contextualize the "Bom na Escola." The methodology was a case study in which we seek to demonstrate the impacts of the program in schools. We researched the various subjects of two schools in the region José de Anchieta in the city. During the search we realized that the program at first was sent to the Board by the mayor, but from the disclosure in the media was able to participate, even at minimum levels, civil society organizations. With the intervention of civil society, the program's focus has changed: before the focus was on failure, with the changes the focus concentrated on avoidance. The program went into effect in 2007, however it is still unknown to many school subjects. Students and parents know the program or had little information about it. This made the expected results were not achieved because the program does not live in school, not part of day-to-day life of teachers and students. What keeps students in school and ensure the frequency is the "Pro-school" program developed in a partnership school and the Childhood and Youth. We realize that the goals of tax evasion and failure are not being achieved. However relations with local businesses are very narrow which leads us to believe that the program has served more to the concerns of trade than to educational aspirations
