The use of the education as source legislator of a project of power always was a tonic in the Brazilian reality. This work investigates the questions that compose this close relation and look for to disclose the effect of the implementation of Law N. ° 5,692/71, that it instituted, by means of the reform of the education of 1.° and 2.° Degrees, the professionalizing education in Brazil from 1971. It uses interviews and it investigates the documentation of the time, taking as study field the State College of the Espirito Santo. It points the circumstances in reason of which the reform was not operated, revealing a failed and inoperative model.
